The Upper Merrimack Valley Medical Reserve Corps covers seven communities: Billerica, Chelmsford, Dracut, Lowell, Tewksbury, Tyngsboro, and Westford. The population for this region is over a quarter of a million residents. The lead agency for this initiative is the Town of Westford's Board of Health.

The MRC takes its name from the Upper Merrimack Valley Public Health Coalition, which focuses on the same seven communities.
